F. Michael Donovan

F. Michael Donovan was appointed to the position of NYSTEC President & CEO in September 2009.  Prior to joining NYSTEC in 2006, Mike served as New York State Deputy Chief Information Officer (CIO) with responsibilities for leading the State’s CIO Council and developing the New York State Information Technology Strategic Plan.  Mike also served as IT Director / Chief Information Officer for the New York State Department of Transportation (DOT) and the New York State Police (NYSP).

Mike has extensive experience working with government leadership to shape enterprise technology policy and strategy.  In addition to his role as chairman of the State’s CIO Council, Mike co-chaired the NYS CIO Council’s Security Committee and served on the CIO Council’s Leadership Committee.  Mike was active in the New York State Forum for Information Resource Management (NYSFIRM) where he held the position of Executive Committee chair.  Mike also served on the University at Albany’s Center for Technology in Government Advisory Board, was a graduate of the State’s Leadership Classroom, and served on the Upstate New York Project Management Institute Board of Directors.

Mike has a Bachelor’s degree in Civil Engineering and a Master’s degree in Transportation Engineering from Rensselaer Polytechnic Institute.

Lisa M. Marrello

Lisa M. Marrello is a Partner in the Government Affairs practice with the law firm Wilson Elser Moskowitz Edelman & Dicker LLP in Albany, NY.  She has extensive experience representing clients before state, federal and municipal governments.  Lisa specializes in legislative and budgetary analysis and advocacy, client appropriations, procurement, and regulatory matters before executive agencies across many issue areas.

Lisa manages a varied client portfolio including policy and budgetary matters in numerous fields and sectors.  She is directly responsible for the strategic development, planning, negotiation and advocacy of clients’ legislative and political messages and budget strategies.  She draws on a broad range of legislative experience and government contacts, having served in both New York State and New York City government.

Prior to joining Wilson Elser, Lisa represented New York City in the Mayor’s Legislative Office under former Mayor Rudolph Giuliani.  As a “NYC Lobbyist” she successfully advocated on behalf of various mayoral agencies including the New York City Police Department, Fire Department, Corrections Department, the Department of Investigations and the Department of Law.

Lisa began her career with the New York State Assembly and negotiated housing policy as Chief of Staff and Counsel to the Chairman of the New York State Assembly Standing Committee on Housing.  Lisa is also a frequent lecturer on Advocacy and Government at Siena College and before professional associations doing business in New York State.

Scott C. McCartney, CFA

Scott C. McCartney, CFA, is a founding Principal and Chief Investment Officer of Ascent Wealth Partners LLC, an independent investment advisory firm headquartered in Utica, NY.  Prior to establishing Ascent, Scott was employed for nine years with Strategic Financial Services Inc., where he directed the company’s investment research and management activities, and led development of investing strategies on behalf of clients.

Earlier in his career, Scott held strategic financial positions in the telecommunications and energy-services industries. He has been employed with Global Crossing Telecommunications, Inc., LG&E Energy, Inc., Cinergy, Inc. and Aris Corporation of America. He has specialized in business-unit investment planning, corporate forecasting, and as a financial and operations analyst. In addition to his work on the NYSTEC Board of Directors, Scott is a member of the Planning Board for the Town of Trenton, NY, and serves on the Audit Committee of the Holland Patent Central School District.

A Chartered Financial Analyst Charterholder, Scott holds a Master’s degree in Business Administration from Penn State University with a Finance concentration, and a Bachelor of Arts degree in Government from Harvard College.

William J. Pirillo

William J. Pirillo led NYSTEC as President and CEO until his retirement in September 2009.  Under Bill’s leadership, NYSTEC achieved financial viability, became independent of its sponsoring organization (the Syracuse Research Corporation), and gained stature and recognition as a premier trusted advisor in the IT field.  This was achieved through visionary leadership characterized by a sharp focus on developing employment opportunities, exceeding client expectations, and managing financial growth and fiscal responsibility.

Bill’s role as past President and CEO of NYSTEC provides a unique perspective and valuable experience that complements the NYSTEC Board of Directors.  Prior to joining NYSTEC, Bill was co-founder of The Center for Systems Thinking & Innovation.  He has also served on the Board of Directors for Leadership Mohawk Valley (LMV).

Dr. Thomas Triscari, Jr.

As a career officer in the U.S. Air Force, Dr. Thomas Triscari, Jr. held key technical, research and development positions, and was responsible for advancing and applying emerging technology to national programs in reconnaissance, surveillance and intelligence, as well as command-and-control systems.  He retired from active duty in 1995 at the rank of Lieutenant Colonel.  After his retirement, Dr. Tom founded Information Technology Management, Inc., a partnership of professionals providing specialized research, education, leadership training and consulting services to a variety of customers, including the U.S. Congress, Department of Defense, National Security Agency and FBI.

In addition to participating on the NYSTEC Board, Dr. Triscari serves on the Boards of SRC and the Watervliet Innovation Center, and as an active member with the Institute of Operations Research and Management Science; Academy of Management; Project Management Institute; Decision Sciences Institute; and the American Association for the Advancement of Science.
