Chip Barnes is NYSTEC’s Health Information Technology Practice Lead. A Project Management Professional and former Certified Public Accountant, Chip has 14 years of consulting experience, working on various large business-process redesign and system-integration projects for the New York State Department of Health (NYSDOH). His recent activity in the healthcare technology space includes leading NYSTEC’s PMQA efforts for the New York Medicaid program and Delivery System Reform Incentive Payment Program (DSRP) and Medicaid advanced planning documents projects. Chip is an expert in accounting, requirements management, software design, systems testing, and independent verification and validation. He also possesses strong domain knowledge of financial claim systems, case management systems, health and human services, the NY Medicaid Electronic Health Record (EHR) Incentive Program, meaningful use, HIPAA transactions, Medicaid systems, and data warehouse technology. Previously, Chip worked as a senior auditor for KPMG and served as an Adjunct Accounting Professor at The New School. He holds a BS in Accountancy from Bentley College.
